Registration of a new cultivar should only be undertaken when the following conditions have been met:
1) The plant has been test-grown and flowered for a minimum of three years to ensure that it grows well and consistently over several seasons, and has abundant flowers which open well.
2)  the plant is to be propagated and distributed by a nursery.
